I would use the Democratic Party plan.
I would call social services and have them send a counselor to reason with the 8 gang members.
Surely if someone with a BS in Human behavior spoke with them they would reconsider the error of their way.
Also, the *8* could be given a support package of rent and food, and a smartphone while they were rehabilitating.
Also a modest stipend for tattoos and cigarettes.
So, no guns would be needed.
Perhaps Kamala Harris could head up such a plan.
